Summary
Weapons that have been ascribed with a "Target-All" Element from the Element database will indeed target all enemies when Attacked with.  Developers should be able to name the "Target-All" Element whatever they wish.  

Features Desired
  • Weapons assigned with the "Target-All" Element will always target all enemies when attacked with.
  • Developers should be able to rename the "Target-All" Element to whatever they wish.  
  • Only does the above described functions.
  • Doesn't require any compatibility-breaking scripts.

  • Treasures of the Rudra - Certain Bows and Guns would always attack all monsters.
  • Final Fantasy VII - "W-Attack", although this was optional in this game.

It might not work with custom battle systems, but since you didn't specify I assume you are using DBS or else a minor mod of it.
