Its been a pretty long time since I last played around with these programs, and even when I was really into it i didnt know much, but apparently I cant find anything other than a trail version of XP (sorry, not gonna pay for it XD) so i figured i'd use 2k.
and after finally getting it working(or so i thought) it gives me an error "cannot open file system" when i try to test play. anyone wanna translate/help me?

There's a graphic missing in the system folder by the name in the error message.  You will probably need to find that file (usually it's the RTP missing...) and put it into the System Folder of your game folder.

rtp132e  works, RTPe gives me a msg saying its invalid/corrupt, I take it this is my problem?

Invalid/Corrupt files are probably a good thing to fix XD

I'd think so, yeah. the problem is that the file for it in the downloads section is corrupt, is there anywhere else i can find a working version of RTPe?
