It won't install D:

Quite recently, I have had to change computers. And because i wanted to continue with my RPG maker-type endeavors, I attempted to install RPG maker 2003. Now i would install it, and the shortcuts would appear, but they would link to nowhere, and the folder that i installed it in did not appear. I have tried creating the folder manually, and then installing it there, but the folder would appear empty after installation. While i was installing it, it appeared to be doing something but there is nothing to show for any of it. It came up fine on my other computer, but then sp1 was not installed. Is this just vista being bitchy, or some other odd problem?
