"failed to initialize process"

i recently reformatted my computer and had to transfer my game. but when i did, i forgot to select an rtp or something. so all the music maps battlers etc were gone and i couldn't start the game. so i replaced all the files and it restored all the maps to their former selves except now the game wont even start, it says "failed to initialize process" anyone know how to fix this?
