WTF Restrictions

Ok so this has happened since my brother got kicked out, it says "This operation has been cancelled due to restrictions in effect on this computer.  Please contact your system administrator."
wTf the admin on this computer gets the same message, only 3 user none can acces control panel or properties of resolotion or anything like that.

i need to change my resolution but nvm that it's just that some times i need to see the porperties of some things

Start -> run -> gpedit.msc

If you can even open that, settings in there are what is stopping you doing that stuff.
