Enemies can attack while you're selecting? (RPGMaker 2003)

Urm...I've found that enemies can attack you while you are selecting how your attack, (E.g. I'm browsing through my spells for the one I want, and a monster attacks me) and yet in all the Youtube videos I've seen of RPG Maker 2003, thid doesn't happen. How do you turn it off?

I'm not sure if there's anyway to stop that before you start to play but when you start to play your game go to the game menu and select active and change it to wait. I think that should help you.
