Well, I figured out how I could do this using events and I think I'll give it a shot. This is a basic run-down of it....
The battle is basically a scene and during the scene button icons appear on the screen. If you press the button in time, you'll either attack or dodge. If you fail to press it, then you'll take damage. This battle system would only work for special battles, of course. The way I have it set up is that you don't actually have an enemy that you are facing. If you survive the scene battle then you win. Its something like a lot of Resident Evil 4's scenes except for the fact that you won't die if you miss one command. You could have a health bar in the corner of the screen and every time you got hit, it would drop a bit. Also, these battles could be set to music and make a sort of action-rhythm battle.
If there's enough interest, I'll make it then make a tutorial on it. Also, if you'd like to help, the main thing I would need is graphics (i.e. Attacking sprites, defending sprites, etc.) If you don't think this is possible, that's too bad. I'll probably do it anyway.
I'll be making this in RMXP. I'm currently working on an extremely simple version of this, but I'll make a better version if its wanted.
