How do I create tilesets (using several) [RESOLVED]

I tried in photo shop but it was all white, even when png on a transparent background.. what am i doing wrong?

i'm afraid i have to agree you didn't search enough for the answer to this but here you go anyways

find a tile grid, open it in MS paint, copy it, duplicate it to the size you want (make sure its not even one bit off), open another MS paint window with the tileset you want, place it on the grid accordingly, repeat until all desired tiles have been added, save it, import it, make sure the transparent and translucent colors are correct.
