[RESOLVED]Mapping Question

Ok I was searching through some sample maps. And I've noticed something i just cant figure out how they did it.

The red circle is what they did
the green is when i try to do it.
The lip from the tile keeps appearing when i try.

I've tried some many different ways, i dont get how they did it.
I put down the road the the cliff wall over it, didnt work. I put the cliff first and then the road, didnt work.
Anyone have a clue on how this happened.
