Summary
i want it to have skills that u can level, like your own level with xp and etc..
u can make items with some skills.. and u must have recources for some skills etc.
example:
mining - u can mine simple ores but u need higher level for higher lvl ores,
alchemy - u need items to make potions, other items for other potions.. etc

Features Desired

• be able to level with the skills
• a xp bar like thing
• a window to create new items ( like with herblore(alchemy))

Well, this sounds like a crafting system, and I have seen a lot of those, and there is even one in RMRK's database. Search around using that search term, and you should have better results. I doubt there is one exactly like what you request, but there is probably one similar and it might be a bit more appealing to a scripter if he does not have to work from scratch.
