RPG2K3 - All skills miss

I don't know what the problem is, but everytime something in the game uses a skill (even enemies) it misses.
I've tried making a new project and testing it, but it still isnt working. I've also tried puting an enemies agilitiy down to one and putting the success rate to 100%, but still no luck. Can someone help?

Make sure you check the Decrease Hp box, otherwise it's doesn't know what you want it to hurt.
