converting tilesets and characters

is there any program or way i can convert rm 2000/2003 characters and tilesets to rmxp format. the only picture program i have is microsoft paint

sorry for being unclear, i mean start when i ready to convert the files in the folder. nothing happens.

I just tried it myself. Im not sure what is wrong with it. Try searching google for a working version.
