 In Firefox, as i try to log, RMRK says "unable to login, check your cookie settings"... Explorer is a mess and slow, but is logging in again...

Perhaps it should be telling you that your point isn't being made. Also, wouldn't the av policy be referring to a maximum size, not minimum? Unless I'm mistaken...
