RPG Maker Free( an idea)

I don't know if this would work, or if anyone would want to do this, but oh well. Would it be possible for someone to attach a free version of RPG Maker, and then someone download it?

I know that you can download from a website, but I want to know if you can do it the way I mentioned. Also, I tried to download from the site you said, but after it was downloaded, it said that the shortcut was not found, and it won't work.
