(I haven't played the game but I've seen a lot of footage and read a lot of shit)
EA clearly did make some welcome improvements, like the new Build Mode additions, the new create-a-sim mode, multitasking, the in-game content gallery and a new modern interface.
However, I don't think that justifies all the shit they cut out (http://ts4news.com/post/94541924952/89-features-missing-from-the-sims-4), especially considering how BUGGY the game is. More features doesn't equal a better game, but if you remove the "new and shiny" factor of Sims 4, Sims 3 basegame looks more fun.

I want to play sims 4 because it's supposedly less harsh on the hardware. My laptop gets really hot playing ts3 and it's annoying when it gets all lagy because of that.
