I read the details on wikipedia, but it doesn't say exactly what you can do in VXA that you can't in VX. Is Ace a lot better?

Put bluntly, yes. Yes it is.

For one thing, you can have different tilesets for each map. There's also 4 way passability and terrain tags.

There's enough differences to make it worth it. Most notable is, as Ashley pointed out, the mapping system. In VX, the mapping is very VERY limited, but Ace fixes this by combining the XP tileset method with the VX tileset method, allowing you to use any number of a plethora of tilesets on each map with multiple passibilities, tags, and enemy regions if you set your database up right.
A lot of smaller stuff has been touched up on, such as battle backgrounds and the title screen, and the database has got a lot of new features to it that even I haven't fully explored yet. There's a built in character generator to create a custom sprite and face graphic, which is pretty nifty. We now have the ability to play movie files as well, something not seen since, what, RM2k3?
Oh, and there are fewer bugs than there is in VX, so that's a plus. :V

A couple notable things I like about it are that they make a lot of scripts I used in my last project obsolete. Like Chris said, the xp tileset thing so I don't have to use a script to change passibility. Another feature being the extended item description, so I can add colored tags of stats on items.
One of my favorite things about ace is the new music, I totally hated vx music. They also added MORE STATS. That was another thing that got scripts all messy, those are the 'extra parameters' and 'special parameters' are things you can add, like extra exp, to things. Just another small thing, they split it into magic attack and magic defense now too.
