Title: [VX] Items that can only be used on a specific enemy in battle

Is there any way to make it so that one specific item can only be used on one specific enemy? If this requires scripting, could someone make it for me? Thanks in advance.
*Note: I also posted a similar topic in the tutorial/eventing section because I wasn't sure if this can only be done with scripting.
