This is by no means a comprehensive list, but just some that I've come across and been impressed by. If anyone has any they'd like to share, please post and I will add them.

Also note that some of these sites have terms of use and most require credit.
It is your responsibility to credit the makers of any resources you use under their terms.
Generators
Blackscrap (http://blackscrap.com/) - A detailed face generator which gives each face in eight expressions and possible with different costumes as well. Quite limited with hair types so far though. The male generator is the fourth link up from the bottom while the female generator is the third.
FaceMaker (http://rmrk.net/index.php/topic,33320.0.html) - A tool for generating facesets.
Famitsu Character Generator (http://rmrk.net/index.php/topic,25315.0.html) - A tool for generating character sets with a number of unique sprite parts and a ton of excellent customization options. Please read the topic fully to understand the instructions there.
JunkHunt Character Generator (http://rmrk.net/index.php/topic,33326.0.html) - A tool for generating character sets, particularly useful for RTP frankenspriting. Please read the thread fully to understand the instructions located there.
JunkHunt Roof Tile Generator (http://rmrk.net/index.php/topic,33328.0.html) - A tool for generating excellent roof tiles. Please read the thread fully to understand the instructions located there.
MOROMAGA's Face Generator (http://rmrk.net/index.php/topic,34400.0.html) - A great tool for generating faces with a lot of parts. Please read the topic fully for a tutorial on using the site.
Sakura Generator (http://him2.sakura.ne.jp/s_gousei/) - A great tool for generating character sets. Lots of great Japanese style clothing as well. [CURRENTLY OFFLINE]

Bei Tileset VX (http://legendrpgmania.forumattivo.com/risorse-f16/bei-tileset-vx-t952.htm) - Some lovely tiles.
Biglobe (http://www5f.biglobe.ne.jp/~itazu/etolier/material/menu.html) - A great site for some cartoon-style battlers and faces - most of the site is RMXP, but a lot of the VX RTP has been redone in the same style and looks great. Besides, you could also use XP battlers for your enemies.
Blogshin Tiles (http://blogshinvx.wordpress.com/) - Some great tilesets.
Bubble Blog (http://mrbubblewand.wordpress.com/) - Some great animations
Cacoa Soft (http://cacaosoft.web.fc2.com/tkool/material/index.html) - A nice site with some tiles, battlers, windowskins, and more
Caged Chimera (http://kimailanoori.blog.fc2.com/) - A great site for RTP VX faces.

Castle Nirvana (http://castlenirvana.sakura.ne.jp/index.html) - Some excellent RTP faces and battlers.
Closet (http://closet.konjiki.jp/) - Absolutely lovely battlers. Some are splices of existing RTP battlers, others are palette swaps and still others are custom, but they are all high quality and quite nice.
Cradle of Cyanide (http://cyanyurikago.web.fc2.com/) - Tons of wonderful battlers! Remember to go to each category along the side.
Crankeye (http://crankeye.com/resources/) - Great resources of all types for all makers.
ESPRI-Q Blog (http://espri-q.jugem.jp/) - A nice site with quite a few custom sprites and faces in the RTP style
Extension of the Third (http://anextension.blog3.fc2.com/page-0.html) - A Japanese sitw with great RTP-style charsets and facesets.
First Seed Material (http://www.tekepon.net/fsm/modules/refmap/index.php?mode=vx-map) - has all of Mack's work for VX, including his excellent character sets (http://www.tekepon.net/fsm/modules/refmap/index.php?mode=vx-chara)
Game Clover (http://rmvx.gameclover.com/category/c/) - A nice collection of resources, including tileset pieces and charactersets.
Kaduki Resources (http://usui.moo.jp/rpg_tukuru.html) - Some great characters with matching facesets. There are multiple expressions for the faces, as well as multiple poses for the charsets. Really great stuff. There are also other resources available on the site, such as tileset pieces, windowskins, and icons.
Lorestrome Trash (http://www.lorestrome.com/trash/oldgamefiles/) - Mostly RMXP resources, but there are a number of battlers labelled Monster001-Monster092 that can also be used for RMVX. Credit to Hyptosis.
Middle Fingers (http://bitoku.xxxxxxxx.jp/vx.html) - Some nice facesets
Milano Cat (http://www.geocities.co.jp/Milano-Cat/3319/muz/002.html) - Some nice side-facing battlers.
Nakkuruman Sprites (http://translate.google.com/translate?hl=en&sl=ja&tl=en&u=http%3A%2F%2Fhomepage2.nifty.com%2Fnakkuruman%2Factor.html) - Well known for his RMXP stuff, he has also worked on quite a few VX sprites.
Naramura (http://naramura.sakura.ne.jp/game/sozai_vx/botsu.html) - Naramura is best known for his excellent resources for RMXP, but he also has redone some of the RTP facesets beautifully, and they are definitely worth checking out.
Pinemaker Blog (http://www.pinemaker.netai.net/) - PinedaVX is a great character set maker; there are a lot of great resources on Pineda's site. [OFFLINE]
Qut Battlers (http://lud.sakura.ne.jp/index.html) - Absolutely fantastic battlers provided for the RTP, as well as even more custom. Really fantastic battlers. Get them. Now. [Note: some of their original design stuff is NSFW]

@Weaville - Sure, but who are people to credit if they use resources from that site? As it seems that they aren't all by you, it would be a good thing to put information beside each resource as to who made it and who should be credited if used. I'd prefer for the site to have that info, but there is some good stuff there so once that's done I will definitely add it.

It's a start. The animal facests you have that you say are by unknown are by Soruve though. Also, some of the tiles are by Mack. Keep up the good work and I'll add it soon.

I also added towaemoa and blackscrap, but didn't add oldscratch since I think you have to be Japanese to use those resources. At least the top says: "Foreigners can not be used.Japanese only."
I also scanned the links and crossed out any that are offline currently. If anyone knows if the site just moved, please tell me and I can restore the link.

I was using OpenComposer and the music seems too quiet compared to the other bgm's in the game and I've tried editing them in 'Audacity' but it wouldn't upload them right. Does anyone know what program I could use(to make the midi's louder)? Maybe the files from OpenComposer are outdated and can't be edited?

As for the Japanese sites.. Im not that good at understanding the language, so Im afraid of using anything from there.. since you stated that some of them wants you to credit them if you use their work.
Im really interested in the kaduki charsets mostly, since those would be insane to use in a animated battles script.
Any suggestion how I should figure out if I need to credit them back? It states that Its my own responsibility, and I truly understand this.. but I guess best way is to not use it if I cant understand what is stated on the website right? :P
