Erm, why not? I do it a lot if something won't uninstall. =/

the program is still installed, now its just thinking its files are corrupted which can create issues. look in the folders for uninstall files. of course unless your talking about a stand alone program without install ;p

Like ahref said, CCleaner scans those files and registry file and deletes them
