 I would like to make my own tilesets and charasets but I dont know hat prigrams to use. Can someone help me please? Thanks!
( I am using rpg maker 2003)

But how? I made a tileset but when i try to use it, its all black.

Try IDraw. It's a neat program. IDraw automatically saves them into the right colour scheme, so you can use them in Rm2k3, no matter what.
