Title: Where Can I Find Kaizers Character Maker?

I saw the name of this character maker in the forums here and I figured it refered to a Character Generator using kaizers. Or a character maker program that uses those templates as defaults. Either way I was wondering if anyone knew if there was a program like that? Or if the post was most likely refering to the kaizer images themselves?

Why dont u create them in paint?

I had to force myself not to say MS Paint. Seriously, if you're so interested in sprites, learn to sprite.
