But seriously how do I do it? I love spam as much as the next guy but I would really like to know how to do this...

If Halo hadn't posted that link, I would have just said PHOTOSHOP.
It looks fairly simple. Nightwolf's is 350 x 19, but I probably would make mine 350 x 20 because I'm a perfectionist that way. I'd just use rectangle tools for the black outline, then the white outline (SNAP TO GRID would make this part especially easy). Copy & paste an image for the background, add text as desired. The "glass" effect on Nightworlf's looks like nothing more than a semi-transparent white curve. Could be done in two minutes, total. :P
Actually, it looks like there's a filter over the wolf's eyes, but that only adds another minute or two. Why does everyone think diagonal lines are so cool?

It's all over the forum anyhow, and you need a legal document before you can hope to succesfully sue. (As far as I know.)
