Custom Skill Creation System

First of all, I want to apologize. I know the sticky says I should have 10 posts, and I realize I'm fairly new. I just hope someone trusts me enough to believe me when I say that I am not a leecher and I really do want to learn. Like the stick in the other section says, I will post my own project when I feel like I have a good foundation established.
SummaryA way to create skills with player-chosen properties, allowing for large skill customization. It was a system that I designed for my table-top paper-and-pencil style RPG (like D&D) and which I want to have translated to my RPG.
Features Desired (listed in priority)
- A way to select which properties to add to a skill
- A grid-based system for limiting what skill properties can be applied to a skill
- Customization of the skill properties
- A way to add/remove skill properties (maybe by an item)
- A way to name the custom skills
- Sort the Properties (by effect, by size on grid, other options?)

If anyone wants me to make more mock-ups, I'd happily if it will help you script it. I'm trying to be as specific as possible, but I'm no good with words.
Games its been inAs far as I know this has never been in any game before. The closest thing I've seen is that thing in God Eater when you create a bullet type.

So like God Eater Burst?
Sounds pretty cool. I was considering doing something like this myself (albiet for a SHUMP I'm working on). Might do this in my spare time; however, I don't want to detract other scripters from attempting this as it'll probably be at the bottom of my priority list, and I don't have much free time.
I'll keep it in mind, also. I can't guarantee anything but it'll give me something to work on whilst I'm at work doing the usual boring crap. If I can come up with some interesting ways to do this, I might take it on.
It might also get me to finish up a similar script that I was working on that involved enhancing skills you already had without having to make a bazillion variations in your database. Not sure whether this kind of thing exists, but I like to write my own stuff when I can.
This is such a great idea. Though it seems these two are pretty keen on it, I'd be happy to do my best if they can't find the time (I know for sure that they have the skill ;)).
Figured I'd put some kind of update...
I've already made a start on this. In terms of what's been scripted, the windows set up exactly as they are in the mock ups. The design plans and all the jazz that goes with that is still being developed until I get something I like that works. Just to note, though, it won't be a project that is quickly finished; it will take some time.
My plan is to make it as customizable as possible, so that you can create your own skill properties and define exactly what can be put together. There's room for an almost limitless number of variations on what you can come up with, and having things hard-wired in will restrict it. Thus why I'll be making a lot of revisions to the code until it's as good as it can be.
Just so you know that too. If you want something to work with for the time being, however, I'm more than happy to produce a workable script that'll be continuously updated and developed until properly finished.
