i just feel like i have such a good idea for a game i want to start i dont care what rpg maker i use at this point to play around just someone tell me what to download.
it opens up- RPG Maker 2003
then i click "start new project", give it a name (there are these ¥ things under an input thing called "project path")
then it just gives me some symbols in a box with a dnnn sound this doesnt work fffffffhelp
please
what can i download to just make a walk in and out of worlds and towns and rooms and events and flags rpg, on the OS i have someone tell me ??
i am only here for less than an hour i want to work on this in my hospital room when times up here

Well, project path is where the game is located. To explain that better, say for example, your project path is called RPG 2003 (I believe that is the project path that is automatically on there). Your RPG 2003 folder is where you can find the game that you are creating.
Sorry, but I have NO IDEA what you are asking after that lol, so that's the best that I can answer for you. =)
if you show some screen shots of you opening the maker and starting a new project it would help

Listen. You have already been directed to the help topic for this. Also, you aren't going to get help until you can at least type legibly. You already have a perfectly good RPG Maker, just learn to use it properly.
Those ¥ symbols mean \. So each ¥ = \
Project Path is where you want it to save.
Ergo:
My Documents¥Projects¥My Game
Would be
My Documents\Projects\My Game
Understand?
Take a screenshot of the box that pops up so people can help you. Look at the tutorials section and learn. Also, you might want to try RPG Maker XP. It's a little easier to use.
The second half of that last post pretty much gave you the entire answer to your problem, as far as I can tell from what you are asking.
