Hey iv been using iDraw 3 for years when making charsets for RMXP and chipsets.
Does anyone know of any better programs???

Paint.NET, Photoshop, The GIMP, Paint Shop Pro... there are tons of programs out there for this sort of thing. I recommend Photoshop for obvious reasons, though Paint.NET and The GIMP offer almost as much functionality for free.

If you're unsure about downloading any of these, there's always Sumo Paint. (http://www.sumopaint.com) It's completely web based, so yeah.

you could use cs3 portable
