Could someone please guide me on how to easily create original sprites (charas) and chipsets as well as an appropriate drawing program besides MSpaint?

You can crate original sprites using charasmaker.

Charas Project, you can create your own sprites, its also good for uploading your sprites too the website or looking for resources.
