Title: Using tarot cards as a plot device...

I just wanted to get some opinions before I do this.  I was considering making a fantasy RPG which revolved around the Major Arcana.  I  know that Ogre Battle and the Persona series uses them but I wasn't sure if it's been overused or would be considered too unoriginal. 

Ideas?

They don't really play a big role in Persona and Ogre Battle is rather obscure. I wouldn't say it's overused, but the Persona fanbois are gonna be all over you.

I've seen a lot of games that only really make a passing mention to them or use them thematically for enemies or something.

It depends on what you do, and how you do it.

I made something similar in my project. I made a Casino where you can play poker, rulette, roll the dice and even play the lottery. It took a long time and uses lots of variables mainly the poker game... =)

I think it's a cool idea to use tarot cards to continue the history.

Go for it man. Sometimes people make a passing reference to them or use them as an auxiliary system, but other than that you should be 100% clear to go for it.

Also what the flying fuck is Persona.

Well, look at it this way; everything will, in time, become overused. Think about "Crystals" or "Gems", just about any game has those references, and yes sometimes it is redundant, BUT the manner they are used in a game, is what changes wether it is boring or innovative.

I'd say don't worry about it being over-used; be worried that you use them in a unique way.
