but i ask for event quest at certain level, i so need this

Well, there is an event command called Control Variable, and you can set a variable to the level of the Actor by clicking the actor option and selecting level. You can then make a conditional branch based on that leve being greater than or equal to the level you want, and put the commands to start the quest in there. That way, you would only get the quest once the character was at least that level.
