Title: Matching Character Sets and Battle Character Sets

I'm getting fairly sick of going online to try to find things that look like they match enough to have the game world and battle game characters to look "close enough" alike. I was wondering if anyone knew a good site or was able to try to make some full blown character sets every once and a while for me. Site would be most preferable because I don't want to burden anyone.

I have looked at this site before, but it doesnt really offer what I need. Perhaps some paint tips on editing or making a character? A site with a tutorial on how to make characters ... or another site.
