Basically, this is an interesting story. A friend's cats ran across his keyboard and now his icons look like they're highlighted, even when they aren't.
I attached a pic of his desktop to show it. Basically, we're just trying to figure out how to get the icon text back to normal. I've done it before but I don't remember how, so any help from you guys would be appreciated.
Usually they do that when the performance options are set on the lowest. What you can do is go to the window in the screenshot and check off "use shadows for desktop icons". That should get rid of the highlight and make everything have a drop shadow instead.
My computer -> properties -> performance settings -> visual effects -> Use drop shadows for icon labels on the desktop

I don't use XP anymore so I can't test this, but when you right-click desktop and go to where you select desktop background, is there a desktop color set too? to blue? Try changing that to None.
I really don't know what Im talking about but I think I remember that being something that happens.

:/ It appears his desktop is having problems now. The selection square, like if you hold down the mouse button and move the cursor, will stay even after you un-click. I really don't know what those cats did, but it's really bugging my friend.
Maybe one of XP's accessibility settings was turned on?
At this point, I think I'm willing to subscribe to arlen's superhacker cat theory.
It was a total coincidence with the cats. Something screwed up with his hardware, I dunno what exactly, but it's fixed now.
