I found this on the internet ( It's a tool that allows 4 way passability options like RMXP or 2k/3),

but when I try to open it, I get an error, can anyone help?

You need .NET Framework 2.0 to run this program. In Japanese it says: You must have RPG Maker VX, the RTP, and .NET Framework 2.0 installed.

From what I can tell, it looks like VXTileSetTool (Japanese).exe doesn't work in a 64bit environment. :(  If anyone knows of a way to get it to work, I'd appreciate the info, but right now it looks as if I'll just have to live without it, which means my map designs will have to be more limited unfortunately.
