Right click on a map name in the table on the bottom left of the editor, select Map Properties. It's called a Parallax. Check it on and select your image and set its horizontal and vertical movement speeds.

Ah, I miss read that, I SAW battleBKG but for some reason assumed a parallax. My bad.
