Well I've never been very good at colouring, but I read some proper tuts and decided to put that knowledge to use. It's Squall Leonhart from FFVIII (you can also find this art in my project thread). I don't like it. The lines are jagged, and you have colour that doesn't fill in the lines. Use the magic wand tool and select the white, then put on a base coat of colour.
