This House believes that strong dictatorship is better then weak democracy.

As for who said it, and if it is the UK parliament they are quoting I am unsure. As they did not post there source. I just seen it while browsing around, and I think it is a good topic to debate. Do any of you believe that a strong dictatorship could work better than a weak democracy?
As per the definition of what a strong dictatorship or weak democracy would mean, I am unsure as well. Although I would also like to hear what you think that they would mean.
