Title: Graphics editor?

What graphics editor would you suggest for a person with... limited spending limit?

I am using a trial version of Adobe Photoshop Element 6, and I really really like it, but there are a lot of features, that I'm not sure I really need.  What I want most is the layer ability, the burn, dodge, and smudge tool.  (and of course the basic pencil, brush, eraser.... copy paste, etc)  What would you recommend?

I recommend you post a bit more and then look in the General section of these forums.

Or, you could just use The GIMP (http://www.gimp.org/). It's free.
