How would I go about reporting illegal use of the RPG Maker XP RTP to Enterbrain? I can't find any contact details.
I know someone who is earning money from a game he is creating using Visual Basic 6, rather than RPG Maker XP. This is downright illegal, and I wish to report it.

Yes because he is also turning people against me on the forum for the MMORPG engine (I *was* a moderator, but he lied to them and got me de-modded) because I used to be the OWNER of the game (not earning money), but an accident reulted in the loss of all the coding. But he still had the maps etc. from it and went off to make his own game, and is getting donations to buy a new server. Now that makes me so mad!
So, your practically just trying to get him back? That isn't right man, cmon, it is just a forum, it's just a game. It isn't the end of the world.

Either way, seriously, it is just some guy on a forum you have probably never met before, it isn't the end of the world? I don't think Enterbrain will do anything about it if you CAN report him, maybe something higher up? Court cases like this happen everyday.
Well it seems to me, you mentioned yourself *donations*, now I don't know the case but accepting donations and forcing users to pay for the game as opposed to contributing financially to it of free will, is VERY different.
Aside from that, if he has a legal copy of the software, I'm pretty sure he would have full right to those RTP resources (to use them freely in projects whether in or out of the original application), it really doesn't make any difference, unless the original author has explicitily stated otherwise (and let's not forget half of the materials, especially music is not exactly *original*).
