Is there a way to make a strong monster that can still be ran away from? Also, can I make it's encounter rate less than the other monsters?
all monsters can be escaped from if escape is allowed.
also, to make a monster less likelly to be run into, put more copies of the less powerful monsters on the map's random encounter window

So escaping is not based on the Monster's Stats?
well, escape is a random chance of being able to run away, I don't know if it depends on the monster's stats, I don't think it does...
