What is it used for and how do you get/give it?

don't worry about it rep is pointless. you'll be able to rep after a certain number of posts but no one gives a shit about rep.

Rep is a system of "praise" used on the forum. This feature is unlocked for new members once they've reached a certain number of posts. However, due to the ease of which the system can be abused, few people* ever really give a damn about it.

well don't like, don't like a post they made. I'm pretty sure I de-repped you over a kinda non-constructive post in beanbags because beanbags is serious subforum and it was sort of an inane comment. I'm giving you a + for posting an awesome song in that forum game.
just don't take rep seriously, we tend to be pretty harsh on reptards on the occasion they show up because they constantly whine about rep and then we de-rep them which makes them cry more. then we all laugh about it.

Yeah beanbags is the serious personal help subforum it's one of the few places fucking around isn't tolerated at all.

Levels are just a sign as to how much you post and how long you've been a member. It's unbalanced though. I think it could just be by posts because we'll get random members from WAYYYY back in the day that have like 3 posts and are lvl 55. But that's just if you want levels to actually matter. I don't really care since essentially the higher your level, the more of a veteran, so to say, you are.

Stars go up when you post a lot, so does your level, they're built in user-rank things that depend on your post count.
Levels are just a sign as to how much you post and how long you've been a member. It's unbalanced though. I think it could just be by posts because we'll get random members from WAYYYY back in the day that have like 3 posts and are lvl 55. But that's just if you want levels to actually matter. Your registration date is taken into account in addition to your post count.

levels are always screwy though i swear I always see new like 1 post members with like level 70 and 55 and stuff. i think it's sorta glitchy until you have like 10-15 posts.

Nah. If a user only has 1 post but 5,000 users have registered since they registered, that's as if they were a newbie with 5,000 posts. Like check this guy (http://rmrk.net/index.php/topic,4.msg11683.html#msg11683), he only has 111 posts, but because he registered in early 2004, over 14,000 members have registered after him, making him level 75. As new members register, it increases the difference between your user ID and the newest user ID.
The number (Post count + (Latest Member ID - Their ID) is then used in the algorithm to determine the level. It's logarithmic, so it's very easy to make early levels, and much harder to make higher levels. We'll probably be in 2013 before somebody makes level 100.

Just curious, but imagine a person had been here since March 2006, and had made 24,000 posts, what would their level be?

Personally the algorithm seems kinda broke to me. I think post count should hold a lot more weight than signup date.

That would change + lower everyone's levels, and make it even slower to progress though =o
I guess another way I could do it is by increasing the power of postcount, but then everyone's levels would jump ._.

Funny, I seem to have a stereotypical view that anyone below level 20 is not someone worth listening to. Aside from a few exceptions. Pure freaking essence of awesome cancels this rule (eg. Grace/Stocking/Salad Fingers). Unless someone proves they can stand some flaming, hazing, - rep, etc. (in other words, has actually stayed around long enough to reach 20), they are not worthy.
