Is it possible to use the Linear Motion Battle System from the Tales series in RPG Maker 2k3?

No. You'd have to event it, which would be possible, but a lot of work and you'd have to be a good eventer.

Well...

The battle system started from a game called Tales of Phantasia and continued evolving whenever Bandai-Namco created mor of the Tales series, gameplay includes controlling characters fighting actions on the battlefield. In other words...Its a real-time battle system
