I've just added RadRails (http://www.radrails.org) to the list. It is a SDK (Software Developer Kit) and open source.
If any of you know Eclipse you can get it as a plugin. You can also get the stand alone version.

The Eclipse I meant was the SDK found at http://www.eclipse.org
