Making your own Tileset

Hello everyone, I am working on a fan game and I was wondering how you make RPG Maker 2003 tilesets. I am using a map from another game and I want to make it into a usable tileset. Can someone explain it too me? Or does anyone have a tutorial I can look at?

Im not expierenced with 2003, but I have done somethinge similar in XP
You paste your tiles over the tiles from the game then try some of them out for a test run, if they fir the way you want, then move them one way or another.
Did you catch my drift?
