Balancing stats and battle systems and what not.

So I'm making a game (shocker). It's really focused on the battle system; I'm trying to put a lot of focus on strategy and whatnot- I'm not even using the levelling system (partly because I don't know how to balance a game when the battlers are constantly getting stronger, mostly because I don't want to).

The problem is that I can't really begin working on my game in full force because I don't know what to set all the statistics and numbers to. Does anybody know of a way I can test the numbers in my game, battle formulas and all, without having to make a working demo and subsequently going through and completely rearranging every number and switch because the thing is horribly imbalanced?

FAKE EDIT: I'm using RMVX, if it matters at all, but I figured the solution would be one that's independent of the editor.

IT ALL ENDED.
I dont know, but i think you're looking for something like
the roleplaying assistant or the roleplayng master. Its not exactly for making games in rpg maker, but if you need to generate stats, i think they will be enough.

Winter is here.
There's a pretty good tutorial over at RMVX.net about this. I'd recommend giving it a read. It definitely helped me out.
