Title: Earthbound Style Backgrounds (THIS TIME'S DIFFERENT!)

This time I have some idea of where you should go! Someone was able to emulate the backgrounds in game maker, using the following code. I tried to explain what was what as best I could, but that last part was beyond me...Sorry.

Basically the same question as always though. ;D
