Either it's just an ip ban and he changed his ip (somehow) or it was lifted.

He's still banned, and theoretically he shouldn't have been able to get around it, as he's banned by username, hostname, e-mail, and IP. He had a new IP, but he was still with the same hostname and everything, so that's confusing. I added his new IP to the list though.

EDIT: OIC, he got a new host too.
