One game i have actually looked at - MW2

Yesterday Maxed out - 100+ FPS
Today Lowest settings - 30+FPS

Same problem with TF2

Video play back, not HD average quality AVI, 25fps at start, full screen 10-15

Only problem i have had is my Master boot drive playing up, managed to sort it out with a chkdsk, and currenty de-fragging and Virus scan.

Re-installed drivers, older drivers and reset clocks to default.

Something sucking up CPU?

One time VLC decided to not just quit like normal, but silently crash while having its window disappear. I unknowingly had a vlc.exe sucking up 100% of one core until I noticed like 2 days later.

What does catalyst say for the GPU utilization? when it happens?

I managed to fix it, down to a faulty SATA cable on my boot drive, and re-seating my card.

Just spent 2 days trying to fix that hard drive, and it was a SATA cable :I
